I attach a table showing how the Hongkong PWD salaries compare with those of other Eastern administrations. The offices at the foot of the list are the lowest filled from home and paid much alike. The respective Heads of PWD - Ceylon having however some advantage. To compare the Hong Kong Executive Engineers with similar officers elsewhere is not so easy.

I have underlined in red ink those they appear most nearly to resemble. As regards the four complainants, considering their age and service, their emoluments are not bad compared...
